while yes the scammer would be targeted by the FTC, it's hosted on Epic Games' platform. I'm not a lawyer but, if you let me host a game with lootboxes (which are illegal in most countries nowadays) and it ends up with kids spending money in those crates. I'd say that it's ground for troubles with the FTC.

Regular reporting works. When islands get enough reports, moderation looks at an island as a whole (which will include transactions) without any report input. This is the fairest system because it forces moderation to go over everything rather than agree/disagree with specific reports.
